Open International Design Competition to Envision the Sixth Borough of New York City In April 2010, Mayor Michael Bloomberg launched the New York City Waterfront Vision and Enhancement Strategy (WAVES), a citywide initiative that will create a new sustainable blueprint for the City 578 miles of shoreline. Planning Commission Chair Amanda Burden said: Water is so important that we need to think of it as the sixth borough. In April, 2014, New York City will celebrate the 50th Anniversary of 1964 New York World's Fair, dedicated to Man's Achievement on a Shrinking Globe in an Expanding Universe. The fair is best remembered as a showcase of mid-20th century American culture and technology. More than 51 million people attended the fair. The nascent Space Age, with its vista of promise, was well-represented. 50 years later, it is time for New York City to showcase the 21st century promise of CLEANTECH. ONE PRIZE announces an open call for proposals for: I. NYC BLUE NETWORK linking NYC five boroughs with a series of green transit hubs incorporating electric passenger ferries, water taxis, bike shares, electric car-share and electric shuttle buses. II. CLEAN TECH WORLD EXPO E3NYC expecting to host 10 miilion visitors from 5/1/2014 to 10/31/2014. The Expo will be organized into six zones, the five traditional boroughs as well as the water. Unlike capital intensive Olympics and World Fairs, Clean Tech World Expo will use existing and planned facilities, or new ones with a strong economic proposition.The goal is to create the world's largest urban clean tech corridor along the water and establish New York City as the ultimate green capital of the world. Download Competition Brief FREQUENTLY ASKED QUESTIONS + What is the scope of the design for the NYC Blue Network and the Clean Tech Expo? THIS IS AN IDEA COMPETITION AND WE ARE LOOKING FOR A VISION FOR THE 6TH BOROUGH, NOT A DETAILED PROPOSAL. FEEL FREE TO INCLUDE PREVIOUS WORK THAT DEALS WITH NEW YORK CITY WATER AND WATERFRONT. First, propose a plan for the NYC Blue Network. Please consider what exists and what is already proposed by New York City. ONLY ONE HUB has to be developed. The same applies for the Clean Tech Expo. You need to propose ONE ZONE ONLY. Choose one from the 5 boroughs plus the water (6th borough), total of 6 zones. The details included in the competition brief are for reference only. + What are the expected differences or similarities between the master plans for the NYC Blue Network and the Clean Tech World Expo? The NYC Blue Network will serve as the transportation system for the Clean Tech World Expo and its visitors. Design them collaboratively. + What are the areas / concentrations / pavilions listed under the six zones of the Clean Tech World Expo? These are components to include when developing your zone. Please consider all, but you may choose to focus on specific areas if you like. + How specific should the design submittal be for the Clean Tech World Expo? This is an idea competition so you do not have to develop a detailed design proposal for every area / concentration / pavilion. However, you should propose the transportation options to the zone that you are developing. You may choose to develop one area / concentration / pavilion in greater detail to demonstrate your vision. + I graduated school in 2010. May I still register as a student? Yes you may. The student and student team fee is $100. + What is the larger intention behind the competition? This is an idea competition to help define the E3NYC and the Blue Network venues. + In the FAQs you have mentioned "The NYC Blue Network will serve as the transportation system for the Clean Tech World Expo and its visitors. Design them collaboratively.". Our understanding is that while the Blue Network will serve the Clean Tech World Expo, it will also be used by the other commuters of the city and will add to the transportation capability of New York, in addition to bringing the people of NYC to the waterfront. Is this understanding correct? Yes, that is correct + Where do you expect accommodation / housing for the 10 million visitors that will come to New York City for the Clean Tech Expo over the six month period? NYC houses 50 million visitors per year. The New York hotels with addition of dormitories can absorb the load. + What emphasis will be given to technical information regarding clean-tech infrastructure and transit systems? This is a design competition for ideas. We do not expect detailed proposals but you need to demonstrate general awareness. + Who/ which department/s of the city will actually host the Clean Tech World Expo? The whole administration together with all the boroughs presidents and several state agencies including NYSERDA will be involved. Obviously, the Departments of Planning, Transportation and Parks will play a critical role. + In the Awards you have mentioned that the winning entry will be invited for final selection of the RFP submissions. What RFPs? These will be RFPs for the Clean Tech World Expo. + Will all the pdf entries be printed for the jury or will they be reviewed on a computer screen? The entries will be reviewed on computer and projection screens. + We understand that sites mentioned are only general indications of where the expo will occur. However, the land available for the expo will have to be on openly available public land and/or government owned or leasable spaces. Is this understanding correct? Yes, that is correct . + The brief talks about the network mainly as a public transportation system but can we integrate the shipping industry in the network? Yes, absolutely. + Is it possible to add team members after the registration form has been submitted, as long as it is before April 30th? Yes, please send us an updated registration form. + Can team members be added after the April 30th deadline? Yes. + Is there any limit on number of team members? There is no limit on the number of team members. + Does the exact location need to be concretely defined in the submission, or is it acceptable to give a broader location like those listed in the brief? Only broader location is required. |
